The 3rd Circle Conference of BSNLEU/WB is scheduled to be held on and from 27-12-2007 to 30-12-2007 at Loka Sanskriti Mancha, Burdwan. A seminar on "Expansion of Tele Service in West Bengal & Role of BSNL" was scheduled at 3:00 hrs on 28th Dec.'07 and State Secretary of SNEA(I)/WB State Branch was invited on that seminar. The State Secretary attended the seminar and expressed his views before the august house on the role of BSNL in expansion of Tele service in West Bengal. State Vice President (Com. Nitish Biswas), Zonal Secretary/Burdwan Zone and most of the beloved members of Burdwan, Durgapur & Assansole zone attended the seminar. State Secretary discussed the recent CHQ & SHQ developments with the members of Burdwan, Durgapur & Assansloe zone.

State Secretary, VP/SHQ (Com. Nitish Biswas), Z/S of Burdwan zone met DGM/BDN along with GM/D/WBTC, GM/Assansole & Bunkura SSA and discussed mainly the problems of mobile services, BTS problems & others issues.

27th December,2007   State Secretary, Asstt. Secy./ETR met GM ETR at Telephone Bhavan and had a discussion regarding further SDE officiating arrangement in West Bengal including Calcutta, acute shortage of staff and Executive in OFC Trans. Centre at Telephone Bhavan Kolkata, under DE/Trans. and some other issues.

26th December,2007   State Executive Committee meeting was held at Udayan Lodge, Bishnupur, Bankura on 21st & 22nd December,'07. The arrangements for boarding, lodging and the meeting at the Conference hall, were organized by the host zone Bankura quite comfortable. The involvement of the comrades of Bankura Zone under the leadership of Comrade S.K. Mondal for the success of the meeting was extraordinary. All the Zones except Andaman & Niccobar Zone were represented.

Meeting started on 21/12/07 with flag hoisting ceremony at 11:00 hrs. One minute silence was observed in the memory of departed comrades Basudev Ganguly,Ex. CWC member & Nipak Kr. Majhi, Ex. JTO/Russa Intl./CTD. The August House recalled the services rendered by Com. Basudeb Ganguly, our beloved Ex. Treasurer/CWC member to our organisation in different capacities.The house also recalled his commitment & sincerity  & expressed heartfelt condolence  to the members of his family and also to the members of late Nipak Kr. Majhi.

The State Secretary inaugurated the Executives' Diary 2008 published by SNEA(I)  West Bengal State Branch and this diary was dedicated to Late Com. Basudeb Ganguly.

After welcome speech by Comrade State President , Zonal Secretaries of different Zones, SHQ office bearers including State Secretary reported the house regarding  our organisational strength & activity, problems in different wings, problems  related to developments in GSM, CDMA, Broad Band, BTS mtce, PSTN mtce etc.

The August House also discussed elaborately on the following issues:-

I) Implementation of Time Bound Promotional Policy specially in West Bengal Circle.

II) BSNL Medical Reimbursement Scheme.

III) Issues related to Officiating JTOs. Diversion of  atleast 1000  Posts of JTOs Vacancies from Direct Recruitment quota to Departmental Quota within this year  was assured to  the August House by State Secretary.

IV) Issues related to O/L Officers, PAs & PSs. 

V) Problems in Civil, Electrical, Telecom Factory, Architecture & Accounts wings.

VI) Ensuing State Conference.  

 A high power committee of seven members for re-structuring of Central Zone has been formed by the August House. Com. A.K. Dey, Zonal Secretary of Malda Zone was co-opted as CWC member in place of Com. Basudev Ganguly.

18th December,2007 Joint Forum of CTD met today at RJCM room in Telephone Bhawan. State Secretary, State President, CWC members (Com. A. Mondal) attended the meeting on behalf of our association. Various problems regarding GSM, CDMA, Broadband, IT, Land Line, BTS maintenance  and Server problems in different operational areas are discussed at length and breadth. It is decided that ''2nd FRIDAY'' of each month, meeting of Joint Forum of CTD will be held for discussions of CTD developments /problems etc. The convener of Joint Forum is requested to write a letter to CGM/CTD for immediate discussion on issues discussed today.

17th December,2007 State Secretary and Asstt. Secretary Circle met DGM/Admn./WBTC to discuss on the following matters:-

(i) SDE Nomenclature in WBTC, (ii) SDE officiating arrangement, (iii) Implementation of time bound policy for the rest Executives, (iv) Some transfer cases (v) Formation of CR Cell etc.

13th December,2007 State Secretary, State President, CWC member (Com. H.K. Das), Z/S of SMP zone, Zonal Secretary & President of N/S zone met GM/West on 13/12/2007 at his chamber at Shibpur and had a prolong discussion on various issues related to SMP & N/S zone under A/M SMP & BKP. Server problem in SMP area , justification of vehicles in both the areas and BTS problem are the main issues of discussions. GM assured the association that proper and appropriate action will be taken by him in due time and on behalf of association it was assured him that every co-operation will be extended for the development of BSNL.

11th December,2007 State Secretary, Asstt. Secretary/ETR, Asstt. Secretary/Circle and Asstt. Secretary/TF met CGM ETR to discuss (i) DE officiating arrangement specially for Maldah, (ii) SDE officiating arrangement, (iii) Issues relating transfer order etc. Various problems regarding developments in ETR are also discussed viz.  Microwave Links may be used as BTS links for emergency basis specially during the failure of OFC links since the Microwave links are available.

Monthly meeting of C/Z was held at CTO hall on 11/12/07.  State Secretary, State President along with other SHQ office bearers attended and addressed the meeting on CHQ & SHQ developments.

4th December,2007   State Secretary, State President alongwith Central Zone Executive met GM/MKTG/WBTC and had a prolong discussion regarding development of marketting strategy in WBTC so that our BSNL products and services can be extended to the subscribers at the remotest place properly for enhancing our customer base. We have expressed our protest to GM/Mktg. for irregular engaging marketting and selling agent in WBTC by the competent authority.

State Secy., State President and A Mondal/CWC member met CGM/CTD and discussed the problem related to Main Server  In Serampore Area. CGM assured that proper actions will be taken on behalf of GM/IT & GM/West to restore thr server problems. 

On the same date State Secy., State President and Astt. Secy Cirele met CGM/WBTC & GM(OP)/WBTC regarding problems in Purulia SSA, specially related to TDM/Purulia.

1st December,2007 State  Secretary, Organizing  Secretary  and Asst.  Secretary  Circle had a day-long  meeting  with  AD/Staff - I for  SDE  nomenclature in WBTC on 30/11/07 & 01/12/07. It is expected that the SDE nomenclature order in WBTC will be issued within a few days. In this context it is to be mentioned that maximum effort is being taken on behalf of our association. After completion of SDE nomenclature process, option for SDE officiating will be issued.

29th November,2007 State  Secretary, Organizing  Secretary  and Asst.  Secretary  Circle  met GM(OP)/WBTC and had an elaborate  discussion on the following issues:-

I) Immediate implementation of the Time Bound Promotional Policy for the Executive working in WBTC.

II) Immediate SDE Officient arrangement and SDE nomenclature and some other

issues related to some SSAs.

III) Issuence of rest DE officiating.

GM(OP)/WBTC assured that by 30th Nov. '07, time bound promotion order for at least 450 executives will be issued  and order for the rest executive working in WBTC will be issued  at the  earliest possible time. In this regard Asst. Secy. Circle is  extending  total cooperation to the administration. 

27th November,2007 State Secretary along with Com. A. Mondal, CWC  member and  Com. T. Chattetjee, President of C/Zone had a discussion with GM/Central/CTD regarding posting of officiating SDEs under A/M Central.

  22nd November,2007 In view of the positive gesture shown by BSNL Management in terms of constituting the committee to address our charter of demands, including the decision to defer action on recruitment of Management trainees, United Forum has decided to call off the programme of mass Casual leave/Earned leave  on 23rd Nov 2007.

 Our future course of action and strategy will be decided and finalized in the joint meeting of Circle Secretaries at Hyderabad on 30th Nov 2007.

19th November,2007 A meeting of the CHQ office bearers, CSs & Zonal Secretaries/ Branch Secretaries of all the constituents of United forum of BSNL executives at SHQ level is scheduled to be  held at CTO Hall  on 23rd Nov.,07 to discuss and finalize the future strategy and plan of action for the ongoing struggle launched by the United Forum of BSNL executives.

All the CHQ office bearers (in WB State branch), SHQ office bearers, CWC members and Zonal Secretaries are requested to attend the meeting positively. 

17th November,2007 All State office bearers/CWC members/Zonal Secretaries/Zonal office bearers & activists are requested to take  extensive preparations for successful implementation of the programme of mass C/L on 23rd Nov 2007. There should be no let up in our preparation. In this regard, it is also requested to Zonal Secretaries to hold group meetings & door to door campaining at grass root level, in close co-operation & co-ordation with the comrades of other Executives Associations under United Forum.

13th November,2007 A meeting of the CHQ office bearers and CSs of all the constituents of United forum of BSNL executives is scheduled to be  held at Hyderabad (AP) on 30th Nov.,07 to discuss and finalize the future strategy and plan of action for the ongoing struggle launched by the United Forum of BSNL executives for adoption of resolutions of all the key issues relating to the executives of BSNL.

Our beloved Comrade Basudev Ganguly has passed away on 27/10/2007. He was our CWC member and Ex. Treasurer of West Bengal State Branch. He served our organization in different capacity as office bearer for West Bengal State Branch. His contribution to our organization will be remembered forever and we are extremely morose for his untimely departure which causes a great loss to our organization. He was our activist and committed member of the organization for a long time. We pray to the Almighty to give his family all the strength to face this  unfortunate and distressing situation.   24th October,2007 Meeting of United Forum of Executives Associations at Circle level was held at Telephone Bhavan on 23-10-2007regarding ensuing Trade Union programmes (Lunch hour demonstration on 02-11-2007 and Full day dharna 0n 14-11-2007), called by the said forum/CHQ.All the representatives of the affiliates of United Forum of BSNL Executives' Associations (i. e. representatives of AIBSNLEA, SNEA, AIGETOA & NTEA ) were present in the meeting and exchange their views in respect of the trade union programmes and demands. It was decided in the meeting that the said trade union programme will be observed at the SSA head quarters and Circle Office for WBTC and other non recruiting circles including Civil, Electrical & Architecture. It was also decided that the same trade union programmes  will be observed centrally at Telephone Bhavan Grd. floor for CTD.

The activities of SNEA(I) for regularization of officiating JTOs from the TTA' s :- 

Screening Test for TTAs conducted for the promotion to the post of JTO, twice in the year 1995 & 2000, since all TTAs got qualified vacancies to the post of JTO were found inadequate in the 35% qualifying screening  quota, i.e. within the restriction and limitation of 35% posts of JTO in the sanctioned strength within the circle. On behalf of our Association we have demanded one time personal upgradation of the post of TTAs, officiating as JTOs, observing that most of the qualified candidates of 1995 of Calcutta Telephones  were not yet accommodated in the promotional posts of JTOs. Under our pressure and continuous persuasion, BSNL management allowed 500 JTO posts in each year for regularization in the the post of JTO all over India for qualified TTAs. Unfortunately due to litigation that 500 posts of JTOs were not allotted & regularized last year and till date. In this regard, on behalf of our Association, CHQ is strongly demanding for immediate release of 500 backlog  JTO posts & 500 JTO posts for the current year i.e. at least 1000 JTO posts for regularization of qualified TTA candidates in the cadre of JTO. 

Meanwhile JTO officiating granted for all the qualified TTAs all over India by allowing one time relaxation by the BSNL management and phase-I training of JTOs were permitted for them. Though there were lot of apprehension that after completion of phase-I training all the qualified TTAs may not be accommodated as JTO officiating in the respective circles specially in CTD. On behalf of WB State Branch, we took a very firm stand so that all the TTAs just after completion of phase-I training, would get JTO officiating in their respective circle. Under our pressure and continuous persuasion all the TTAs of WBTC & CTD were accommodated to their desired posting as JTO Officiating on completion of their phase-I training. For the officiating JTOs FR-35 is the standing guide line to formulate their pay. As the officiating JTOs are discharging the similar nature of duties & responsibilities just like regular  JTOs, we are demanding to place them in the scale of JTOs i.e. Rs 9850.00 (starting Basic ) by applying the FR-22(1)(a)(1). On 10/01/97,  CHQ, SNEA(I) discussed this particular agenda in favour of officiating JTOs with the Secretary/DOT & CMD/BSNL and also on 02/08/07, our CHQ has persuaded once again to the Secretary/DOT on the similar ground. On behalf of our Association, a joint meeting of BSNLEU & SNEA(I) was arranged to discuss the problems of the officiating JTOs  in length. In that meeting state secretary SNEA(I) & circlr secretary BSNLEU/WBTC and good number of officiating JTOs were present along with other office bearers of both the association & union. In this context, it is relevant to mention that state secretary SNEA(I)/WB State Branch attended the open session of BSNLEU/CTD circle conference on 19/09/07 at Salt Lake and discussed the issues of regularization of officiating JTOs in the cadre of JTOs with Com. V.A.N. Namboodiri, General Secretary/BSNLEU. 

In the last CWC of our Association, held at Tribandram on 28th & 29th Sept, 07 we have persuaded our CHQ to take a very firm stand and also to initiate favorable action for the benefit of officiating JTOs. After CWC, G.S SNEA(I) wrote a very strong letter to CMD/BSNL regarding  above mentioned issues of officiating JTOs/TTAs .We hope & firmly believe that positive benefits would be extended to the officiating JTOs in the interest of the BSNL and to ensure that SNEA (I ) would leave no stone unturned for the best future aspect of the officiating JTOs.

A) Fixation under FR 22 1(a)1 in case of officiating JTOs

(B) Personal upgradation of posts of TTAs officiating as JTOs

GSM expansion projects review meeting of WBTC was held at Convergence Hall, Ballygunge Place on 12-10-2007 at 10.15 Hrs. State Secy., State Presuident and Asstt. Secy./Circle attended the meeting.The agenda of the meeting as follows:-

1). Status of Phase IV+++ GSM Expansion Project.

2). GSM Phase V.I Planning.

Zonal Secretaries are requested to send the respective SSA wise developments and problems regarding the above mentioned issues immediately to SHQ so that SHQ can take appropriate actions and persuaions with the competent authorities.

 

Half day Excutive meeting was held on 12-10-2007 at TEOA Bhavan. Most of the State office bearers, CWC members, CHQ office bearers (from West Bengal), Calcutta and Soth Bengal based Zonal Secretaries and State Exucutives attended the meeting.The important agenda for discussion are as follows:-

i)  Reporting on CWC. ii) Formation of diary committe. iii) Date of ensuing SEC meet at Bishnupur.

It is decided that ensuing SEC meet at Bishnupur will be held on 21st and 22nd December 2007.

State Secy., State President, Cwc Members, CHQ office bearers and SHQ office bearers and Zonal Secretaries of  Central & North East Zone attended the said AGB.

Demonstration on Balance Business Score (BBS) Card was held at the chamber of PGM(O)/CTD on 5th October 2007. On behalf of our  Association State Secretary, State President, Org. Secy./CTD, VP(Com. B r Samadder) attended the same.

CWC members and CHQ office bearers from West Bengal  State Branch alongwith State Secretary attended the CWC meeting at Trivunantapuram, Kerala held on 28Th & 29Th September, 2007. State Secy. and other CWC members particpated in the deliberation on the different issues and highlighted the organisational activities as well as the activities regarding Development of BSNL in different aspects.

1). To stop outside recruitment of Management Trainee.2). Transfer Policy.     3). Timebound Promotion Policy.4). Financial Viability of BSNL and immediate absorption of ITS officers in BSNL.,   role of joint forum in this regard. 5). DPC from JTO to SDE and SDE to STS( in all wings). 6). Competitive Exam. for the promotion from JTO to SDE in Civil, Electrical, Telecom Factory etc. 7). Regularisation of officiating JTO. 8). Constitution Ammendment etc.

AGB of Siliguri Zone was held on 23rd September ,2007 at Association office, Siliguri. On behalf of SHQ Com. Utpal Bose ,VP/SHQ  atended the said AGB and conducted the election procedure for formation of new body for the next term.Com.  Pradip Das, Com. Samiran Sarkar and Com. Dhiren Sarkar Were unanimously elected as Zonal President, Zonal Secretary and Zonal Treasurer for the next term of Siliguri Zone.

Circle conference of BSNLEU/CTD was held at Community Hall, Salt Lake Campus and open session of the conference was held on 19th September 2007.State Secy., Astt. Secy/CTD, Com. Tarak Datta , CWC member Com. Atanu Mondal attended the open session.  State Secy. addressed the open session on National issues specialy highlighting the problem in regularisation of JTO officiating. State Secy also discussed seperately with Com. V. N. Namudri/GS, BSNLEU about the regularisation of JTO officiating..

17th September,2007  The  Annual  General  Body  meeting  of  Serampore  Zone was held on 15th  September, 2007 at Uttarpara  Exchange Building with  a  spontaneous presence of Zonal Comrades.  The  meeting   was  attended   by  the AGS/CHQ, VP/CHQ, State  President, State  Secretary, Z/s of Howrah Zone , Z/s of C/ Zone & other State office bearers .  State Secretary, State President and  CHQ office bearers  addressed   the  meeting   on  recent  zonal,  SHQ & CHQ   developments, mainly on transfer policy, implementation of Time-Bound promotional policy, MT recruitment rule, joint forum activity at CHQ & SHQ level etc.  and   also satisfied  the queries  of  the  general  members  of  the zone. 10th September,2007   All Unions/Associations were invited by the GM/OP/WBTC  to discuss the "EXPENDITURE & PROFITABILITY  ISSUE OF WB CIRCLE".The meeting was hwld on 10-09-2007 at the Conference Hall of Circle Office.  The expenditure & revenue earned by all the SSAs of WBTC were submitted by GM(F)/WBTC. It is observed from the report of GM(F) that revenue earning per month w.r.t.  last year is reduced by about Rs. 10 Cr/Month. It was decided in the meeting that all the SSAs Heads will conduct a meeting  with the representatives of all unions/associations at SSA level for suggesting different options/modalities to increase the revenue  as well as reduction of expenditure. 

All ZONAL SECRETARIES ARE REQUESTED TO TAKE UP THE ABOVE MENTIONED ISSUES VERY SERIOUSLY AND TO DISCUSS  WITH RESPECTIVE SSA HEADS TO EXPLORE ALL THE POSSIBILITIES FOR REDUCTION IN EXPENDITURE AND CURTAILMENT OF MISUSAGES. NECESSARY CONSTRUCTIVE SUGGESTIONS REGARDING THIS MATTER SHOULD BE SENT TO SHQ IMMEDIATELY SO THAT SHQ CAN TAKE APPROPRIATE ACTION.

8th September,2007   One important meeting held on 07-09-2007 with GM/Mobile/WBTC regarding some problems in GSM Service for entire Eastern region are as follows.

i> For conversion of old ANANT to new ANANT Scheme  charge of SMS to 3733 is being deducted Rs 1.50, but as per advertisement the SMS should not be deducted.

ii> After actvation of new ANANT voucher and SIM cards, the validity period is given only given 7-days instead of 6-months.

iii> Without any appropriate reasons, incoming & outgoing facility for a good number of our mobile customers  are being barred.

iv> In MINSAT Software, records of a good number of live GSM customers are not available.

v> Recharging through C-Topup is not properly done and etc.

The meeting was attended by State Secretary, State President & Asst. Secretary Circle. The above mentioned issues were vividly discussed and GM/Mobile assured that properaction would be initiated to resolve all the problems by our experts as well as assigned venders within a week. All Zonal secretaries are requested to send detail problems regarding GSM & other new services to SHQ immediately for proper settlement of the problems of the respective SSAs so that our BSNL customers can get proper service.

4th September,2007 The  Annual  General  Body  meeting  of  Central  Zone  was held on 3rd  September, 2007   at   CTO   Hall, Kolkata  with  a  massive  gathering.  The  meeting   was  attended   by  the  State  President, State  Secretary,  CHQ/AGS  ( Rupak  Sen ), CHQ/VP (S.D.Chowdhury), Z/s of N/S Zone and Z/s of SMP Zone & other State office bearers .  State Secretary, State President and  CHQ office bearers  addressed   the  meeting   on  recent  zonal,  SHQ & CHQ   developments  and   also satisfied  the queries  of  the  general  members  of  the zone. 18th August,2007   Meeting  of  SHQ  office bearers  with  Calcutta  based Zonal   Secretaries  held  on 18 / 08 / 07   regarding   COUNTRY WIDE  LUNCH  HOUR  DEMONSTRATION on  21st   August, 2007 for 50% IDA  merger with basic and also in support of  the INDEFINITE STRIKE  by  the Oil Sector Executive on the same demand. It  has been decided that the  Centralized  Lunch  Hour Demonstration on 21/08/07 at Kolkata will be held at  Telephone Bhawan, Ground Floor and the same demonstration will be held also at SSA / HQs in  WBTC. 16th August,2007 The General Body  meeting  of Serampore Zone held on 16th  August, 2007 at  Uttarpara  Telephone  Exchange  Building. The  meeting  was attended  by  State Secretary, VP / CHQ,CWC Member (H.K.Das), Asst. Secy. CTD( Tarak Datta)  Asst Treasurer.  State  Secretary and other CHQ/SHQ office bearers, Zonal    Secretary  addressed   the  meeting  on  recent  zonal, SHQ & CHQ  developments and   also satisfied the queries of the  general  members. The  AGB  of  Serampore  Zone   was declared to be held at  Uttarpara Telephone Exchange Building on 15th   Sept. 2007  from  5 pm. 10th August,2007   Management  cum  development  meeting  with  SSA  Heads  and representatives of Union/Associations held at Circle conference room ,WBTC on 9th August,2007 from 11:00 hrs, on behalf of our Association, State Secretary, State President, Asst. Secretary Circlr attended the meeting and participated in the fruitful discussions on the following agenda:-1) Mobile & Transmission, 2) Finance & TR Points, 3) Marketing & Customer Care, 4) Operation & Administration, 5) Planning Broadband & Network Coordination etc. All Zonal Secretaries in WBTC are requested to send the problems regarding the above mentioned agenda for the ensuing development meeting.

On the same date one seminar was held at Conference Room, Telephone Bhawan on the following agenda:-1) GPRS, 2) Multiplex, 3) LBS, 4) Broadband. The seminar was attended by the State President along with some office bearers.

 
7th August,2007     Meeting held with the CGM/NCES Sri A. Golas,  with the following agenda:-1) Non-payment of CGEIS refund, 2) Problems regarding medical leave, 3) Non-sanction of ONE-INDIA plan to RSTC for Executives, 4) Non-implementation of time bounding promotional policy, 5) Accounts Office is withdrawn fron Kolkata and problem thereof, 6) EPF/GSLI/PT etc. regarding accounting are being done by engineering staffs, 7) TA/DA admissible for traning for RTTC, Kalyani, but not extended to the staffs/executives, 8) Non-sanction of woolen garments etc. for airconditioning environment like RRC, 9) Long pending bills for TA/DA & Medical, 10) Mobile with roaming facility during tour.The CGM assured that within the next month the problems would be shorted out specially implementation of Time-bound policy for the Executives, TA/DA problems, Pending Medical cases. The meeting was attended by State Secretary  & Zonal Secretary/ Central Zone.
 
30th July, 2007  ON THE EVE OF SUPERANNUATION COM.J.N.DAS, SDE/OFFICIATING,T/M, KALYANI HAS DONATED Rs.1000/-. HE IS BASIC MEMER OF NORTH SUBAR BAN ZONE.ON BEHALF OF SHQ WE APPRECIATE HIS CONTRIBUTION FOR ASSOCIATION AND PREY HIS PHYSICAL AND MENTAL HEALTHINESS THROUGH OUT HIS RETIRED LIFE.

29th July, 2007 Our Assistant General Secretary, Comrade Vithal Rao, From Karnataka Circle is no more with us today. He breathed his last at around 11:30 am today due to a massive heart attack. He was our young, bold, dedicated and dynamic CHQ office bearer and had also served as Circle Secretary, Karnataka for a long period.

His demise is an irreparable loss to the SNEA(I) fraternity. We express our deep condolences to the bereaved family and pray to the Almighty to give strength and courage in this hour of crisis. May, his departed soul rest in peace.

26th July, 2007 The long-pursued and crucial issue on the residential period of Executives of Civil/Electrical/Architecture/Telecom Factory etc. from 1-10-2000 resolved. On continues follow up and consistent pressure applied by SNEA , BSNL Board decides that the residential period of  Time bound promotion of Civil/Electrical/Architecture/Telecom Factory etc will be counted from 1-10-2000.

25th July, 2007 Joint Forum decides to defer indefinite strike programme till first week of September 2007.The situation will be reviewed then. In the meanwhile intensive mobilization programmes including All India Convention , State conventions creating awareness among MPs etc. will be organized during August 2007. The Minister during his meeting with Joint Forum on 23rd July 2007 expressed his intention to honor the entire tender programmes and also promised to place the Purchase Orders for the 3G component in his 23 million already approved. The Joint Forum however will utilize the interim period to monitor the progress being made on the issue.
25th July, 2007 The Secretary to Justice M.J.Rao. Chairman of the Pay panel requested the Association to make a presentation on SNEA's views in the next sitting on 8th and 9th August 2007 since only 10 minutes to be granted on 25th July due to acute shortage of time. SNEA accepted the second option making the proposal on 8th and 9th  2007 August 20007 with more time in our disposal
The BSNL Management presented their views at 1 pm on 25th July 2007 before the pay panel.
24th July, 2007 GS and NCOA President Com.W.Seshagiri Rao held discussion with CMD BSNL and Director (Finance) on the wage revision proposals to be presented by BSNL before the Pay panel. They assured that the proposals were prepared in a very positive manner. They also confirmed that BSNL is in a much better and comfortable position compared to MTNL.

24th July, 2007 Joint Forum met Hon'ble MOC on 23rd July 2007.In the meeting which lasted for about 2 hrs, MOC tried to dispel the aspersions of Joint Forum on various issues relating to the tender. The representatives of the Joint Forum also justified their apprehensions. After the meeting , Joint forum decided to meet on 25th at 14:00 hrs to decide future course of action.

12th July, 2007 Congratulations to all State Office Bearers, CWC Members, Zonal Secretaries, Zonal Office Bearers & all our beloved members for their sponteneous participation in the agitational programmes including strke of 11th July, 2007 called by JOINT FORUM in the most befitting manner. 

On behalf of our association, we also congratulate all the Non-executives and Executives working in West Bengal, Sikim & Andaman -Nicobar for their massive support and participation in the agitational programmes to prtest against the  threat to extinguish BSNL with indomitable courage.  

Based on the assurances made by the Minister that immediate action will be taken for procurement of 23 million 2 G + 3 G equipment  as soon as the report from BSNL on the quires raised by the Minister ( expected to be submitted with in one week ) is received , the Joint Forum decides that further programmes of action including indefinite strike will commence after 15 days if the Minister's commitment are not met by that time.

Joint forum of Unions/Associations of BSNL unanimously has decided to go on strike on 11th July, 07 and in case the issue of immediate procurement of 45.5 million GSM lines is not resolved, the strike shall continue indefinitely. Prior to going on strike on 11th July, 07 from 0600hrs, following mobilization programmes have to be observed.

 

A)    Massive lunch/closing hr demonstrations at Corporate office/CGM/SSA level along with wearing of black badges on 6th and 7th July, 07.  

 

B)    Full day dharna on 9th/10th July, 07 at Corporate office/CGM/SSA HQs.

 

C)    Strike on 11th July, 07 from 0600 hrs which shall continue indefinitely in case the issue is not settled.

 

We have to make the programmes of organizational action a complete success so that the strike of 11th July, 07 from 0600 hrs which is to continue indefinitely in case the issue is not settled is total and it has its impact in terms of creating compulsion on MOC & IT to immediately act and decide on the highly delayed issue of placing purchase order for procurement of complete 45.5 million GSM million lines. We are all fully aware about the threatening consequences of continuing delay in procuring GSM equipment and the great impending danger of cancellation or modification of already approved tender. Any GSM equipment not inclusive of 3G component is meaningless and shall be totally disastrous from point of view of future growth of BSNL. We have to take great effort to explain the implications of the delay in purchase of equipment and also of cancellation or modification of the tender. Modification of the tender by eliminating 3G component is going to be most dangerous. Our role and responsibility in this crucial struggle is simply going to hold the key. We have to understand and recognize the critical position that we hold and the strategic and cohesive role we have to play in the context of complete mobilization and success of this crucial struggle.

18th June, 2007 BSNLEU organised the Trade Union Programme from 12-06-2007 to 18-06-2007 on several charter of demands viz. 

  • Revision of Pay Scale, 
  • 50% IDA Merger, 
  • Regularization of Contract Labours, 
  • To minimise the disparity of IDA Pay Scale between Executives & Non-Executives etc.

 The BSNLEU , CTD Circle organised their Full-Day Stay-in-Demonstration Programme on 18-06-2007 at Telephone Bhawan, Ground Floor. Com. Tapas Ghosh, State Secretary/SNEA(I) addressed the gathering and extended moral support on behalf of WB State Branch to the said trade union programme and requested all the Unions & Associations to extend moral & physical support for the ensuing trade union programme on 25-06-2007 & 29-06-2007 for placement of purchase order for immediate procurement of 45.5 million GSM equipments.

17th June, 2007 Annual General Body Meeting of NS Zone was held on 16-06-2007 at 17 hrs. at Premchand Satabarshiki Bhawan, Bhatpara. Most of the comrades of NS Zone participated in the programme. Fruitful discussions on BSNL developments mainly on GSM, Broad Band, WLL, Marketing & Leased Line took place. Asst. General Secretary/CHQ, Vice President/CHQ, State Secretary, State President, Organizing Secretary/CTD, Asst. Secretary/CTD ( Com. S. Basu Roy), Vice President/SHQ ( Com. B.R. 15th June, 2007    A General Body meeting of Kharagpur Zone was held at D-TAX Building, Kharagpur. This was participated by most of the members. The meeting was attended by Vice President, CHQ, State Secretary, State President, CWC member (Com. A.Mondal), Asstt. Circle Secretary, Asstt. Secretary TF and Asstt. Civil.The meeting was presided by Com. Madhur Sengupta. Com.A.L. Khatua, Zonal Secretary addressed developmental crisis as well as the problem in detail of Kharagpur Zone. Most of the SHQ and CHQ office bearers addressed in  meeting on recent CHQ & SHQ development and also motivated the grass root level beloved comrades to participate in ensuing trade union programme so that we can create immense pressure on BSNL management for placement of purchase order for immediate procurement of 45.5 million GSM equipments.

Wide spread Organizational preparation and intense mobilization at the grass root level for success of the struggle should commence immediately. Make Lunch hour demonstration on 25th June,07 and day long dharna on 29th June,07 at SSA/CGM Hqs a complete success. Time to launch struggle for survival of BSNL has come. Let us rise to the occasion in the most befitting and valiant manner, take the lead and lead others to create awareness among them to join the struggle. Let us pledge our selves to the struggle for this unending and continuous struggle is going to secure our future by way of defeating the policies which are making BSNL hollow. BSNL is displaced to 3rd position in GSM Sector and 4th position in Cellular (CDMA+GSM) Services. Let us create tremendous compulsion on the authorities in DOT/BSNL to act and act decisively to place the purchase order for immediate procurement of 45.5 million GSM equipment. Any further delay in placing the purchase order will mean death for us. Let us not allow BSNL to reach point of bankruptcy. Our solidarity and resolution shall surely defeat the diabolical designs of all those who are deliberately trying to push our beloved Company to a point of no return.

11th June, 2007 Deadly Alarm bells have started ringing – Let us all together get on our toes to save BSNL from likely disaster.

Hutchison Essar group, in which recently Vodafone has acquired majority stake, has displaced BSNL to 3rd position in GSM Sector and 4th position in Celluar Services(GSM+CDMA). BSNL having reached a point of saturation in mobile services continues to get displaced day by day in terms of both the user base as well as market share. We struggled very hard to end the deadlock that continued for more than six months in Delhi high Court because of case filed by Motorola against awarding of contract for supply of 45.5 million GSM lines by BSNL to Ericsson and Nokia. Even though the grounds on which Motorola challenged awarding of contract were frivolous and legally non sustainable, yet, because of completely inept handling of the case by Counsels representing Union of India and BSNL, the stalemate continued for more than eight months during which Private Operators garnered their customer base and capture telecom market like anything.

 

This Association obtained legal advice and suggested BSNL Management on the course of action and the strategy to be adopted by BSNL and DOT in Delhi High Court. This helped considerably in terms of creating sufficient pressure on BSNL and DOT to act correctly and expeditiously in Delhi High Court and finally breaking the stalemate by way of unconditional withdrawal of the case by Motorola. In fact, we secured legal opinion even on the possibility of claiming damages from Motorola by BSNL and pleaded very hard with BSNL Management to go ahead with filing of petition for blacklisting of Motorola because the grounds on which Motorola was disqualified from participating in the tender process are formidable and the tendering process was quite transparent.

 

Now about two months have passed (Motorola withdrew its case on 16th April,07 from Delhi high court) since the case has been withdrawn by Motorola, but the purchase order for procurement of first phase of 45.5 million lines is yet to be placed with the approved vendors. The net result of all lack of concern is that BSNL is pushed down to 3rd position from the existing 2nd in the GSM Sector and to 4th from the existing 3rd in the combined GSM+CDMA sector. Hutch Essar has added 1.5 million GSM lines compared to 0.24 million by BSNL in the month of May,07, thus displacing BSNL to 3rd position from the present 2nd in the GSM sector. With growth rate of 5.4% in May,07, the user base of hutch has risen to 29.2 million and 22.36%, whereas, in shocking contrast, that of BSNL has declined to 27.9 million and 21.43%, respectively. In the cellular Sector i.e CDMA + GSM together, BSNL is pushed down to 4th position, with Airtel (40.7 million), Reliance(30.5 million) and Hutch occupying 1st, 2nd and 3rd position respectively.

 

These threatening developments which are definitely going to snatch away our bread and butter very shortly have to be stopped and the process of continuous and deadly loss of strategic position of BSNL in India’s Telecom Sector has to be reversed immediately and the time has come Comrades when we have to step in actively and launch a sustained struggle to reverse the trend that has set in.

 

Massive mobilization in terms of opinion building and support for the struggle must immediately start at the grass root level with greatest the greatest commitment and extraordinary determination. Issues have to be explained in detail to the media and Public, focusing the strategic and extraordinary role that BSNL has and continues to play in growth of Telecom in rural India and protecting users of Telecom from exploitation by private Operators. Public, political and media support for the struggle also should be mobilized. This is going to be the beginning of prolonged struggle to save our Company from bankruptcy and disaster and thus the great significance of this struggle has to be understood and propagated.

30th May 2007  A meeting of CGM Telecom Factory, Kolkata with Office bearers of SNEA(I) was held in his office on 29-05-2007 at 3 P.M. Asstt. Secy/TF(Com. C R Roy), Asstt. Secy/CTD(Com. Tarak Datta), Vice President/South(Com. Ratul Raha) attended the meeting. The issue of extension of IDA pay scale to Personnel Officer of TF Alipore has been discussed in length as he has been absorbed in BSNL w.e.f. 01-10-2000 and continuing with CDA pay scale. The 2nd issue that was discussed about programme manufacturing of ADSL Broadband modem in TF Alipore. Both the 9issues were discussed in cordial atmosphere. CGM has assured that both the issues would be taken care of on topmost priority and be discussed even in forthcoming QPR meeting at Delhi.

25th May 2007 General body meeting of south zone was held on 24th May 2007 at Russa Exch. Buidg. St. Secy. Org. Secy/CTD, St. Treassure, Astt. Secy/CTD (Com Tarak Dutta), VP(Com P K Maity), CWC Mem. (Com Atanu Mondal) attended and addressed the meeting. All the state office bearers including St. Secy. and Zonal Secy.(South) addressed the meeting mainly on the 1) developmental activities taking place in CTD 2) The problems faced by the executives in their respective fields 3) SHQ & CHQ developments etc.

One very vital & important meeting held with CGM/WBTC regarding developments of BSNL network suffering in some particular SSAs. The CGM also assured that the recent corespondence of the state secty. has been given due importance & seek comments from the concern GMs & would be discussed in details later on. The meeting ended with good spirit. The meeting was attended by St. Secy, St. Pres, VP/CHQ, CWC Member (Com A Mondal).

23rd May, 2007Competitive Exam for promotion of JTOs to SDEs - Exam scheduled for 10-06-07 has been rescheduled for 15-07-2007. >>>>>>>>>>>>>>>

22nd May 2007 State Secretary, State president, Org. Secy(South), Asst. Secy.(Circle) met GM(OP)/WBTC & had a long discussion on the following issues

i) Implementation of time bound promotion for the executive working in WBTC.

ii) Prayer transfer cases of JTOs & SDEs.

iii) DE officiating arrangement.

iv) SDE officiating arrangement.

v) Pending confirmation cases of direct recruited JTOs.

8th May 2007  DECISSION TAKEN AT SEC MEET JAIGAON, HELD ON 12TH & 13TH MAY 2007

1) FR 22(i)(a)(i) fixation in the JTO scale (Rs 9850-250-14600) should be extended to the officiating JTO so that they can get transport allowance @ Rs 800/- per month as per regular JTO. SEC meet also took the resolution for regularization of officiating JTO by one time up gradation  & it is requested to general secretary  Com. C L Jogi to take this issue with Com. V N Nambudri of BSNL EU so that the issue is to be included as a seperate agenda in next national council meeting.

2) Limited departmental competitive examination ( LDCE ) for the promotion from JTO to SDE cadre in 25% competitive quota in Civil/Electrical/Architecture & Telecom Factory should be notified immediately by the competent authority as per existing R/R.

3) All pending DPCs from JTO to SDE & SDE to DE/EE in Telecom/Telecom Factory/Elect./Civil/Archt should be processed immediately.

4) The arbitrary Accounts Examination in Civil/Elect. should be scrapped immediately and due increments to be released for the affected executives.

5) Residency period to be counted w.e.f. 01.10.2000 for the first time up gradation in IDA pay scale for the executives of Civil/Elect./Arch./Tel. Factory.

6) Rule 38 cases for direct recruited JTOs to be taken seriously for persuation with the competent authority.

7) Confirmation cases for direct recruited JTOs to be done immediately.

8) Annual Balance sheet of EPF for direct recruit JTOs to be ensured by the competent authority.

9) Meeting with SSA heads must be taken on bi-monthly basis.

10) Next SEC meet will be held at Bishnupur.

17th Mayl 2007State Executive meeting was held at Jaigaon, Jalpaiguri on 12th and 13th May 2007. All Zonal Secretaries, CWC members, State office bearers attended the SEC meeting and most of the participants took part in deliberation on various important agenda. Many important resolution were taken in the SEC meet .General Secretaries, Jt. Secretary East, Asst.  General Secretary( Com. Rupak Sen), Vice President/CHQ(Com. Sudip De Chowdhury) attended and addressed the SEC meet.

               General Body Meeting was held at Siliguri on 14th May 2007. Most of the members from North Bengal Zones including Siliguri attended the meeting. GS, AGS, VP/CHQ and  State Secreatry addressed the meeting on various CHQ and SHQ issues.

10th Mayl 2007  Scheduled full day Hunger Strike programme of NCOA on 10th May 2007 has been successfully observed with massive attendance both at Telephone Bhavan and Circle Office.

10th Mayl 2007Special Casual Leave for attending the SEC meet at Jaigaon for the State  Executives of CTD has already been sanctioned by the competent authority.

8th Mayl 2007All SNEA units may observe one day Hunger Strike on 10th May,2007 at NCOA Zonal HQtrs. as described earlier. please note that the Hunger Strike is for One Day on 10th May,2007 All Office bearers/Activists are requested to coordinate with the NCOA units and make the programme a total success.

 1st Mayl 2007Secretary general NCOA informed that the programme on 4th May,2007  may be amended to Lunch/Closing hour demonstration. The NCOA programme on 10th & 11th   May,2007 remains unchanged. All SNEA units take appropriate actions accordingly.
